The administrator of the Emergency Management Agency is taking responsibility for yesterday's false alarm of an incoming ballistic missile. Vern Miyagi apologized several times in a news conference with Hawaii Governor David Ige in Honolulu.
Miyagi said the button was pushed during a routine test that takes place every shift-change. He said changes are already being implemented to ensure the mistake doesn't happen again. Miyagi said more than one person will now be required to be present during the tests.
